Abstract: This guidebook outlines the steps to becoming a Kokeb Kebele, or Star Community. The Kokeb Kebele initiative is intended to help communities identify health and education problems; help them select goals and activities to address problems; and provide them with a step-by-step guide and training for identifying and achieving goals. Steps described in the guide include: establishing an action committee; training the committee in use of the Activity Guide; meeting to identify initial goals and activities; collecting community information; training the action committee in developing an action plan; implementing activities and monitoring progress; participating in quarterly woreda (district) meetings; participating in sustainability workshops; and achieving goals and celebrating with a community festival. less
